Community Development Block Grant (CDBG)

The Commonwealth has been a CDBG recipient since 1975. This funding assistance through the U.S. Department of Housing and Urban Development was made possible through Title I of the Housing and Community Development Act of 1974.

NMHC prioritizes community development projects that benefits the low- and moderate-income families and address fair housing quality standards. Meeting objectives for funding require those, which are critical to the health and welfare of the community where other financial resources are not available to meet such needs. The citizens of Saipan, Rota and Tinian are given the opportunity to provide input and comment on proposed plans and projects for implementation in their respective community.
 

HUD's National Objective: 

  • Projects must benefit Low and Moderate Income Individuals and Households
  • Elimination of Slum and Blight
  • Urgent Need

The NMHC obtains annual funding through HUD by submitting the CNMI's Consolidated Plan every 5 years and Annual Actions plans every year indicating the CNMI's plans and goals in spending CDBG grant funds. 

Every year the NMHC publishes notices of funding availability for the Community Planning Development Grant funds that are composed of the Community Development Block Grant (CDBG) program, HOME Investment Partnership (HOME), and the Hearth-Emergency Solutions Grant program. 

Any organization, individual, and government entity may apply for funding consideration for the CDBG program by obtaining an application through our website or by picking-up an application at our agency. The requirements are all listed in the CDBG application and if any applicants have any questions they may contact our office for more information.
